Technology, Culture and Accountability Instructional Leadership in a Changing World
Technology in schools is often framed as a resource issue-devices,
platforms, access. In reality, the deeper challenge is instructional.
This is not an IT issue. It is an instructional leadership issue.
Students today are highly familiar with technology. They are also highly
attached to it. Without clear direction, this can lead to distraction, superficial
engagement, and what appears to be learning-but is not.
The risk is mistaking activity for progress.
When technology is not intentionally integrated, it can become "busy
work"-filling time rather than deepening understanding. When used well,
it can significantly enhance learning, access, and engagement.
The difference lies in leadership.
This chapter focuses on reclaiming the IT space as a core element of teaching
and learning. It explores how expectations, accountability, and instructional
design shape the effective use of technology in classrooms.
Because technology should support learning-not substitute for it.
1. Control the Conditions
Phones:
• Stored during class
• No negotiation
• Consistent routines
Laptops:
Success depends on lesson design-not rules.
2. The Real Problem
"Finish early to free time"
This signals:
• Speed over quality
• Minimum effort
• Learning as a task to complete
3. Define Quality Teaching
Make it observable:
• Clear learning intention
• Visible thinking
• Extension for early finishers
• Active teacher presence
4. Replace Free Time
Provide structure:
• Must Do / Should Do / Could Do
• Extension tasks
• Deeper thinking
If not, "free time" becomes default.
If students finish early, it is usually the design and depth of task. A
worksheet may look like a lot of work but if its filling gaps it can be
done quickly. Better to break lesson into 12-15-minute blocks,
make each different, reading, discussion, designing questions,
worksheets, writing summary of the period work etc . Beginning
teachers especially secondary will not have any idea on this. Make
sure it happens ! you are building better teachers and quality in
your learning program!!!
5. Task Before Technology
Ask:
"If the laptop disappeared, would this still be a good lesson?"
Strong classrooms include:
• Discussion before devices
• Clear time limits
• Frequent check-ins
6. Make Classrooms Visible
• Walkthroughs
• Consistent focus
• Affirm publicly
• Coach privately
'What you walk past, you accept.'
This is a crucial section for moving a school from "busy work" to "deep
work." To strengthen these points, you need to provide teachers with mental
models that make these abstract concepts concrete.
Here is how to scaffold these two sections to drive quality and challenge:
7. Define Quality Teaching (The "Evidence" Scaffold)
To prevent this from being a checklist that teachers simply "tick off," shift
the focus from what the teacher does to what the student does.
• The Trigger Question: "If I muted the sound in your classroom,
how would I know visible thinking is happening?"
• The Scaffolding (The 3-Part Evidence):
1. Learning Intention: Ask, "Can a student explain why they
are doing this task, or only what they are doing?"
2. Visible Thinking: Replace "Any questions?" with "What
makes you say that?" or "Sketch your thought process."
3. Active Presence: Define this as "The 5-Minute Rule"-the
teacher is never at their desk for more than 5 minutes;
they are moving, probing, and providing "just-in-time"
feedback.
8. Replace Free Time (The "Autonomy" Scaffold)
"Free time" is often a symptom of low expectations. To replace it, we need to
move from "extra work" to "elevated work."
• The Trigger Statement: "Extension isn't more of the same; it's
deeper into the same."
• The "Must/Should/Could" Extension Challenge:
o Must Do: The core competency (The "Floor").
o Should Do: Applying the competency to a new context
(The "Walls").
o Could Do: Critiquing or creating something new based on
the competency (The "Ceiling").
• The "Early Finisher" Menu: Instead of saying "read a book," for
example provide a permanent Inquiry Menu on the wall:
o Analyse: "How does this lesson connect to something you
learned in another subject?"
o Teach: "Create a 1-minute explanation for a student who is
struggling."
o Challenge: "Find a flaw in the logic of today's lesson. Look
for evidence in real world, explain"
Reflective Prompt for the Chapter:
"Look at your lesson plans for tomorrow. If your fastest student finishes in half the
allotted time, is the next task a 'reward' of free time, or an 'opportunity' for deeper
mastery? If it's the former, you haven't yet set the ceiling for your classroom
culture."
9. Build Staff Agreement
Devices are tools-not rewards.
Agreement to consistency to culture
10. Lead the Reality
Some staff will default to easier practice.
Leadership requires:
• Support
• Clarity
• Follow-up
Without follow-up, culture reverts.
12. The Cultural Shift
Move from:
• Completion to quality
• Device to tool
• Convenience to thinking
14. Practical Starting Plan
Weeks 1-3:
Clarify expectations
Weeks 4-6:
• Introduce structure
• Begin walkthroughs
Weeks 7-10:
• Reinforce - celebrate small achievements - share
• Address inconsistency
Small. Steady. Consistent.
Reflective prompt:
• What are students actually doing on devices in your classrooms
right now?
Final Thought
If students are disengaged with learning and on devices, the issue
is not technology-it is teaching.
